Bulki is the head of the Scrapper branch, a branch of the March of Progress. He collects scrap on Hollowtree Island, breathing new life into gizmos and contraptions.
Bulki can issue players a quest become a Scrapper. After completing his quest, a player may speak to him to join the Scrapper branch. Completion of the quest is necessary each time a player wants to join, regardless of previous completions.
