Rune

Rune, an especially skilled Runeweaver, was forced to become a branch leader of the Cloud Dominion after the previous branch leader embarked on a quest to obtain legendary dragon's breath, only to never return. She is often busy, and won't tolerate interruptions while working on a potion.

Rune issues players the Runeweaver examination, which often consists of brewing potions of varying difficulty.
